Well, as Dave pointed out, becoming a famous blogger is possible by two different methods - either writing a blog that brings you fame, or being famous already and then writing a blog. Of these two options, I would have thought the second is probably easier. Let's face it, nearly everybody is famous these days, and anyone who isn't can easily become famous by going on a reality show. So then all you'd need to do is start writing a blog, and even if it's boring and unpopular, you will technically be a famous blogger, even if you're not really famous for blogging.
If you're going to go for the "blog to become famous" idea, then you'll need to be creative, entertaining, witty and exciting. Or write The Dullest Blog In The World. But seriously, TDBITW was hugely successful because it was a bit different and unique, which made it stand out. So if you can find a niche like that, and then publicise it well (lots of links on other sites/signwriting in the vapour trails of planes/disabling every other site on the internet to ensure yours is the only one people can visit etc), you should be sorted.
That said, blogging is so last year darling. If you want internet-based celebrity, make an arse of yourself on YouTube, get a few mates to write some flattering comments and give you five-star ratings, then sit back and wait for your own show. And Bob is your proverbial uncle.
