Now why is it?

Background: every winter when the weather gets really cold, the backs of my hands get very chapped. Me being horribly low-maintenance, it's usually not until they bleed and hurt that I remember to wear my gloves outdoors and use moisturising cream. This year is no exception: there is a rather impressive network of bloody cracks on the back of my left hand, which split painfully every time I bend my fingers to hold something (and yep, I'm left-handed, so include pens and eating irons in that). My mother-in-law bought me some handcream for Christmas, which has helped a bit, but being in Boots this afternoon I decided to buy some special extra-moisture-for-really-dessicated-skin stuff.

So, my question: According to the tube, I should apply this cream whenever I've immersed my hands in water. Putting my hands in water makes them dry. How does that make sense?
