So, women are unlikely to carry balaclavas and Rawl plugs in their handbags. Apparently.
Clearly, the person at Ofcom who made this ruling has never checked my handbag, wherein resides my purse, house keys, filofax, mantilla (in a cotton bag to keep it clean), fold-up shopping bag, spare rosary, corkscrew (if one doesn't fix the problem, try the other), book to read on the Tube (currently The Fairy Caravan by Beatrix Potter), £15 of M&S vouchers I need to spend, mp3 player, wallet of colour swatches from Colour Me Beautiful, lip balm, perfume, fountain pen, and gloves (pockets on new coat are stitched shut and I haven't got round to unstitching them). It is entirely possible that at some future point in time I could have a set of rawl plugs and a balaclava in there as well.
