It took me about a year to find out what it actually was, no one seems to notice it is there, tucked between Tescos and KFC. It is the water tower for the old Digby Mental Hospital (as it was once called, before that it was the Exeter Lunatic Asylum!). A quick net search tells me it was built in 1886.
I decided the other day to have a wander around it and a closer look, and close up it is obvious what it was used for, you can still see the pipes inside. The pillars around the edge give it a feeling of being in a mini Cloisters, a tiny bit of peace in a car dominated retail park!
