Question for Scottish Water and Scottish Gas

I have just received a letter from Scottish Water. It said on the envelope "IMPORTANT INSURANCE INFORMATION" enclosed, but upon opening the envelope I discovered what appears to be yet another piece of junk mail, in this case taking advantage of the fact that I do depend upon Scottish Water to deal with any problems with the water supply on my property (I might have thought that it was, in any case, Scottish Water's responsibility to ensure that water reached my property, but apparently all that they have to do is to get it to the boundary of the land upon which I live, and then I have to pay them extra to cover any problems that the water might encounter in actually getting to my house) to try to persuade me to pay them to carry out an additional service which (I thought) that I was paying Scottish Gas to do.

I am deeply upset that Scottish Water have chosen to write "IMPORTANT INSURANCE INFORMATION" on an envelope containing junk mail. I am also extremely concerned that, as Scottish Water and Scottish Gas compete for my business, I am not entirely clear whether I have indeed paid for someone to come and fix any problems which may arise. Perhaps, as professionals, you would like to get together to ensure that I, an ordinary householder, am indeed safeguarded against these emergencies which you are so eager to remind me of.
